A Modernized Approach to Public Health Infrastructure

The County of San Diego has delivered one of California’s most ambitious public health infrastructure initiatives through a long-term public-private partnership with Lowe. Over the span of a decade, the County and its partners have transformed a 100-acre site into a modernized health campus with more than 15 new facilities, including a $95 million, 60,000-square-foot Public Health Laboratory.

This panel will walk through the planning, financing, and delivery strategies that made this multiyear effort a success. Discussion will highlight how the P3 structure balanced risk and accelerated delivery, the design and engineering approaches that supported long-term functionality, and lessons learned from executing large-scale health projects in the public sector. Attendees will gain insights into how public agencies, developers, architects, and contractors can collaborate to deliver high-performing, resilient, and community-centered infrastructure.
