Innovations in Capital Project Delivery: LA County’s Vermont Corridor Campus Project

Los Angeles County’s new Administrative Offices Building was delivered using an innovative delivery approach, 63-20 Progressive Design-Build, commonly referred to as 63-20.  The project was completed in October 2021, 4 months ahead of schedule and with $24.75 million in project delivery savings that was returned to Los Angeles County.  The project’s success spurred a second project adjacent to the first that is currently under construction. Using the Los Angeles County projects as a case study, the conversation will explain how 63-20 Progressive Design-Build uses innovative contracting that effectively combines private sector delivery approaches with tax-exempt bond financing that is issued by a third-party not-for-profit partner; and how it can be used to benefit state and local governments across California.
