In recent years, California’s housing affordability crisis has accelerated and is now a major issue affecting workforce planning and competitivity for local businesses and governments – including those that do not traditionally develop or oversee housing development like Cities or public housing authorities. There is a push for many of these agencies to directly develop affordable middle income housing solutions for their workforce and leverage nontraditional tools – including those more commonly used for infrastructure or municipal facilities development: transit-oriented development, value capture, federal loans, infrastructure bank type concepts, master lease and credit enhancement, etc.
