The Workforce Reentry Center P3: A Scalable County Model for Social Infrastructure Delivery

The County of Orange is pioneering a new model for social infrastructure delivery through a Public-Private Partnership that combines workforce development, supportive housing, and community services under one coordinated campus.

This session will explore the Orange County Workforce Reentry Center, an $85 million mixed-use facility designed to help individuals in the criminal justice system transition into stable employment and self-sufficiency.

Developed by Griffin | Swinerton, with LPA as lead architect and Swinerton as general contractor, the project showcases how counties can leverage progressive P3 frameworks to fund, design, and operate community-centric facilities. Panelists will discuss the project’s structure, risk allocation, financing model, and community engagement process offering a blueprint that can be replicated by counties statewide.

Attendees will gain practical insights into how this innovative delivery model can serve as a catalyst for collaboration between public agencies, developers, and service providers seeking to deliver social infrastructure projects.
